The 25th Annual EMS Spring Fling Conference hosts over 120 regional EMS providers and present local and State awards

The North Country REMSCO Spring Fling Conference, in partnership with Fort Drum Regional Health Planning Organization’s (FDRHPO) EMS Program Agency, reached a significant milestone in 2026, celebrating 25 years of advancing emergency medical services education, collaboration, and excellence across the North Country and New York State.
Held April 17–18 at the Edgewood Resort & Conference Center in Alexandria Bay, the two-day conference brought together more than 120 EMS providers for high-quality training, hands-on learning, and professional recognition.
“For a quarter century, Spring Fling has served as a cornerstone event for EMS professionals at every level, offering accessible, relevant education while strengthening the regional EMS system. This year’s conference continued that legacy with expanded learning tracks for both Basic Life Support (BLS) and Advanced Life Support (ALS) providers,” said Jonathan Cole, FDRHPO’s EMS Program Agency Director.
Sessions covered a wide range of critical and emerging topics, including neurology, toxicology, respiratory distress, endocrine emergencies, traumatic brain injury care, and navigating media and social media in rural emergency response.
“This year’s conference continues that tradition with expanded learning opportunities, regionally respected instructors, and meaningful networking, while honoring the commitment and service of the EMS community,” Cole added.
A highlight of the 25th anniversary event was the presentation of Regional EMS Awards, recognizing outstanding individuals and organizations whose dedication continues to elevate patient care and strengthen the EMS workforce. Honorees included:
• ALS Provider of the Year – Patrick O’Connell
• BLS Provider of the Year – Heather Lipczynski
• Agency of the Year – Evans Mills Volunteer Ambulance
• EMS Educator of Excellence – Robert Storm Cilley
• Registered Nurse of Excellence – Dave Lyndaker
• Physician of Excellence – Dr. Ryan Coates
• EMS Clinical Partner of Excellence – Brittany Bickel, PA
• Richard Beebe Award – James Deavers
• Lifetime Achievement Award – Ronald Smith
ALS Provider of the Year – Patrick O’Connell
O’Connell was recognized for his exceptional clinical skill, leadership, and commitment to continuous learning. Beginning his EMS career as a driver in 2013, he advanced to paramedic, earning a reputation for delivering thoughtful, methodical, and compassionate care. In his role as Continuous Quality Improvement (CQI) Manager at Indian River Ambulance, he plays a critical part in strengthening clinical performance and mentoring the next generation of providers—demonstrating a commitment that extends well beyond individual patient encounters.
BLS Provider of the Year – Heather Lipczynski
Lipczynski was honored for her extraordinary dedication to both patient care and agency operations within the Cape Vincent Volunteer Ambulance Squad. A certified EMT since 2009, she joined Cape Vincent in 2021 and quickly became a cornerstone of the organization during a rebuilding period. In 2025, she responded to 28% of calls and contributed to an 80% reduction in first-call scratch rates. In addition to delivering compassionate care, she ensures operational readiness of equipment and serves as board secretary, while actively advancing her clinical skills through Advanced EMT training.
Agency of the Year – Evans Mills Volunteer Ambulance Squad
Evans Mills Volunteer Ambulance Squad was recognized for delivering outstanding emergency medical services to the Towns of LeRay and Pamelia. Operating a hybrid model of volunteer and paid staff, the agency responded to a record 1,101 calls in 2025 while maintaining high performance standards. The organization’s commitment extends beyond response, with strong engagement in workforce development initiatives, including EMT internships and paramedic advancement pathways, as well as meaningful community outreach and education efforts.
EMS Educator of Excellence – Robert Storm Cilley
Cilley was honored for his sustained commitment to EMS education and his role in shaping highly competent providers across the region. Known for his ability to translate complex clinical concepts into practical, real-world application, he has consistently elevated the standard of instruction for both new and experienced EMS professionals. His dedication to mentorship and continuous improvement has strengthened the region’s EMS workforce and contributed to improved patient care outcomes.
Registered Nurse of Excellence – Dave Lyndaker
Lyndaker was recognized for his critical role in bridging prehospital and hospital-based care, ensuring continuity and quality throughout the patient care continuum. His clinical expertise, collaborative approach, and commitment to supporting EMS providers have made him a trusted partner in emergency care delivery. Through his work, he enhances communication, strengthens system integration, and ultimately improves patient outcomes across the region.
Physician of Excellence – Dr. Ryan Coates Dr. Coates was honored for his leadership and dedication to advancing emergency medical care through medical direction, clinical oversight, and provider support. His involvement in EMS system development and commitment to evidence-based practice have strengthened protocols and elevated the quality of care delivered in the field. Known for his accessibility and support of EMS providers, Dr. Coates plays a vital role in fostering clinical excellence across the region.
EMS Clinical Partner of Excellence – Brittany Bickel, PA Bickel was recognized for her outstanding collaboration with EMS providers and her contributions to enhancing patient care across clinical settings. As a physician assistant, she exemplifies a team-based approach to healthcare, working closely with EMS personnel to ensure seamless transitions of care. Her dedication to communication, education, and patient-centered practice has strengthened partnerships between prehospital and clinical teams.
Richard Beebe Award – James “Jim” Deavers Deavers was honored for decades of leadership in EMS education and mentorship. Beginning his career in 1980 during one of the region’s first ALS training initiatives, he quickly became a trusted resource for providers navigating advanced care. He later served as a Senior BOCES instructor and New York State Certified Instructor Coordinator, teaching extensively across Jefferson and Lewis counties. Known for his calm demeanor and steady leadership, Deavers has shaped generations of EMS professionals and continues to give back by pursuing recertification to support future providers.
Lifetime Achievement Award – Ronald Smith Smith was recognized for a lifetime of service and lasting contributions to the EMS community. Over the course of his career, he has demonstrated unwavering dedication to patient care, provider development, and system advancement. His leadership, experience, and commitment have left a profound and enduring impact on EMS in the North Country, making him a respected figure among colleagues and a model for future generations.
As the Spring Fling Conference marks its 25th anniversary, its continued growth and impact underscore the strength and resilience of the EMS community in Northern New York. The event remains a vital platform for clinical advancement, professional recognition, and collaboration—ensuring that EMS providers are equipped with the knowledge, skills, and connections needed to deliver high-quality care in an ever-evolving healthcare landscape.

The North Country Regional Emergency Medical Services Council (REMSCO) carries out its responsibilities pursuant to Article 30 of the New York State Public Health Law and Part 800 of the NYS CCRR. This Council, comprised of 30 members, has representation from out-of-hospital emergency medical care providers from the fire service, community volunteers, not-for-profit and commercial ambulance service sectors, physicians, nurses, health planning agencies, hospitals, police services, county government, the business community, and other constituencies promoting good health. By statute, the Council is charged with several responsibilities, including the coordination of emergency medical services in the North Country Region.
